CreateHK, the dedicated agency for creative industries, operates funding programmes that are distinct from the ITF’s technology-focused grants. Relevant programmes include: the CreateSmart Initiative (CSI) — provides project grants for creative and cultural projects with commercial potential, covering design, digital entertainment, film, and fashion tech. The Film Development Fund — supports film production and post-production projects. The CSI is particularly relevant for startups at the intersection of technology and creative industries: game development studios, digital content platforms, AR/VR experience companies, and fashion tech startups. The funding quantum is typically smaller than ITF grants (HK$100,000-2,000,000), but the application process is less technically demanding. CreateHK funding cannot be combined with ITF funding for the same project, so founders must choose the appropriate programme based on whether their project is primarily ‘technology’ (ITF) or ‘creative content’ (CreateHK).
